How can the review response date be before the review date?

Google only permit a single container for each elements of the review (i.e., reviewer, review image, rating, comment, date) and the response  (response, date). While this keeps the content structured (versus platforms like Facebook that offer multiple comments on each review) it does present a unique challenge related to timing.

Any updated review, regardless of the scope of the edit, receives a new date/time stamp corresponding to the edit. The response date doesn't change, resulting in this confusing (and real-world) presentation below on Google for a review.

In order to prevent this confusion, users can go into their ReviewsInbox™ and edit the response slightly. This edit event will update the response timestamp.

Compounding the challenge is the fact that Google does not keep available the original review content. It is simply over-written and provided a new date stamp. This is a known Google bug that they hope to update with the their next API code update.
