When Creating a Facebook Location, is the State Field Required?

When creating a new location in Facebook, it is important to fill out all required fields of information before pressing the update button. Although it is not highlighted in red as a mandatory field to create a location, listing the State of your business is mandatory for Facebook Listings located in The United States of America. Not providing this information and then trying to create the location will create a failed status and provide this description: 

If your business resides outside of the United States, it is not required to list the state of your business when creating a Facebook listing.
